Starks' original composition begins with a bold, fanfare with tall chords and a handful of special techniques, set at an allegro maestoso tempo. The section is followed by a more melodic, slower andante section. The fanfare returns for the grand finale. "Fanfare and Jubilee" is 81 measures.
